
Srinagar: The Jammu and Kashmir government has unveiled a forward-looking budget focused on enhancing social welfare, urban development, and sustainability.
Presented by Incharge Finance Minister Omar Abdullah in the Legislative Assembly on Friday, the budget emphasizes gender-inclusive policies, provides economic relief to low-income families, and prioritizes investments in education and public services.
In a move to promote gender-inclusive mobility, women across Jammu and Kashmir will receive free rides on all government-operated buses, including electric vehicles. Abdullah highlighted this initiative as a step toward ensuring “safe, affordable, and eco-friendly travel for women.” To further enhance urban transport, 200 new e-buses will be introduced in Srinagar and Jammu by the end of the year, aiming to reduce congestion and environmental impact.
To alleviate financial burdens on economically disadvantaged families, the budget includes a provision for 200 units of free electricity per month for all Antyodaya Anna Yojana (AAY) households. This measure is expected to provide much-needed relief amid rising energy costs and inflationary pressures.
A significant investment in legal education has also been announced, with ₹50 crore allocated for the establishment of a National Law University in Jammu and Kashmir. The institution is expected to raise academic and research standards in the region, providing aspiring legal professionals with access to top-tier judicial training.
In a bid to support low-income families, financial aid under the Marriage Assistance Scheme has been increased from ₹50,000 to ₹75,000, easing the burden of wedding expenses. Additionally, property transfers between blood relatives will now be exempt from stamp duty, simplifying inheritance procedures and reducing financial strain on families.
Public health and infrastructure have also been a focus, with plans to establish 98 new water testing laboratories across Jammu and Kashmir this year. These facilities will monitor drinking water quality and mitigate contamination risks, ensuring safer water supply for residents.
